GENERAL JOB SUMMARY:

Responsible for the administration, oversight and preparation of contracts to customers and compliance with import and export laws here at KUAS. Acts as a subject matter expert and member of the acquire business and Programs team providing resources to support proposal development and negotiation. Manages employees who prepare or support the preparation of contracts and agreements and incorporates completed cost resource estimates and pricing into contract activities. Provides contracting expertise to develop and negotiate highly complex creative business solutions for advanced product development and new and follow-on business. Represents the company to a variety of diverse customers, including U.S. and international governments and commercial entities. Is authorized to exercise commitment authority in negotiating and contracting for the sale or development of complex, high performance defense and aerospace products and services.

ESSENTIAL JOB FUNCTIONS:

  • Responsible for the administration, oversight and preparation of contracts and agreements for major international and U.S. Government engineering and production customers.

  • Accountable for Trade Compliance

  • Administers highly complex contracts and associated agreements to ensure efficient, effective, and compliant performance during the entire acquisition and product lifecycle including interpretation of contract requirements, risk management, change management, conflict resolution, and the delivery and payment for products and services.

  • Acts as the focal point of contact with the customer for all contractual matters and is a liaison with customers and internal departments for all matters affecting contracts.

  • Partners in the development of business unit strategy and achievement of goals.

  • Develops and executes integrated organizational plans, policies and procedures for the Contracts organization.

  • Provides contracts mentoring, technical and operational leadership, and development and motivation of employees.

  • Develops negotiation strategies for management’s approval.

  • Recommends solutions or alternate proposals to minimize risk

  • Acts as a subject matter expert and member of the acquire business and Programs team.

  • Reviews statements of work and specifications to identify risks, informs management of contractual risks and obligations, and offers solutions to mitigate contractual/program risks.

  • Participates in and/or conducts front end strategic assessment of business pursuits, contract negotiation, contract administration, and customer contact activities to ensure compliance with company policies, legal requirements, and customer specifications.

  • Manages a staff of contracts administrators who prepare or support the preparation of contracts and agreements and incorporates completed cost resource estimates and pricing into contract activities including providing resources as required to support the Proposal Team in the development and negotiation of proposals.

SUPERVISORY RESPONSIBILITY:

Supervises a staff of Contracts Administrators and Trade Compliance Manager.

Experience and Skills

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Ability to maintain sensitive and confidential information as required by government standards

  • Ability to interact effectively with peers and supervisors

  • Ability to interact appropriately with the public when necessary

  • Ability to adhere to workplace rules

  • Demonstrated knowledge of government contracting and acquisition process.

  • Strong demonstrated knowledge of contract Terms and Conditions, FAR and DFAR flow-downs, CDRLs, and associated risks.

  • Familiar with Trade Compliance regulations.

  • Demonstrated ability to conduct timely negotiations, resolve customer issues, and optimize cash flow in contract management and negotiations.

  • Ability to understand how terms and conditions affect prices, schedules, company risk.

  • Excellent communication and presentation skills to provide briefings to management and customers.

  • Must possess or be able to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship).

EDUCATION AND EXPERIENCE:

  • Bachelor’s Degree (Master’s/MBA Preferred) in an appropriate discipline and 10 plus years of direct contract administration and leadership experience leading a contracts organization in the government aerospace environment (CPFF, FFP, T&M, and CPAF contract types).

  • Experience developing solutions to complex problems and providing contractual advice and analysis to ensure that the business achieves its financial objectives.

  • Experience with Subcontract administration, including PIA/NDA’s and Teaming Agreements.

  • Ability to stand and sit for long periods of time

  • Ability to perform repetitive motion (keyboarding, 10-key, phones)

  • Ability to lift up to 25 pounds

  • Ability to travel domestically and internationally, up to 25%
